The history of invention is a fascinating one, particularly in the realm of sailing under the ocean's waves. The first underwater boat was built in England during the reign of James I, with a crude boat of no value other than curiosity. Other boats were built at intervals, but the first undersea boat of historical importance was the "American Turtle" built by Yankee David Bushnell during the Revolutionary War. Robert Fulton, the inventor of the first practical steamboat, made numerous descents in France, but the French Admiralty refused to sustain him. Fulton eventually sold his invention to the British government for $75,000.
The submarine first came into practical view during the American Civil War when the Confederate government built several vessels, known as "Davids," from their inventor. The "Hunley" blew up the steamship "Housatonic" in Charleston harbor, swamping the submarine and its crew. Other submarines were built and experimented with in the United States and European countries, with John P. Holland building the "Fenian Ram" in 1876. The first official recognition of the value of vessels of this class was established in 1893 by the United States Congress, which awarded three designs to three inventors.
